The Lords are former members of the wealthy upper class and aristocracy of the United Kingdom, most likely from London. They are led by Lord Craven, and are encountered in The Refugees scenario.

The Lords were originally supposed to have priority on places aboard the ships bound north when the evacuation of the British Isles was underway. As the situation deteriorated, however, the workers of London violently rose up against the authorities and seized the ships meant for the lords and used them to make their way north to the generator site. The lords were thus forced to make the journey on foot when the sea froze over. While the lords were able to make the journey without any deaths, by the time when they reach the generator site meant for them, they find it occupied by the workers and engineers who previously seized their ship and have since founded a city named Sanctuary.


The player can either give shelter to the Lords, or deny them entry. There are three waves of them, each one containing one hundred people. The last one has Lord Craven himself as a part of it.

  • Giving the lords shelter will quickly result in tensions arising between them and the rest of the population of Sanctuary. This can end with the lords either being slaughtered, subjugated as serfs by the rest of the population or the class conflict being resolved peacefully and the lords and workers/engineers uniting for the greater good of the city.
  • Denying the lords entry will result in them setting up camp just outside the city. As more waves arrive, they will join the lords in their encampment and eventually they will being to steal resources from the city stockpiles. This will eventually lead to the citizens taking matters in their own hands and fashioning weapons out of Wood and Steel and going into the lords' camp and slaughtering them all.
    • If the player instead opts to secure the city stockpiles by building a Guarded Outpost Depot, then the lords, realizing that they cannot gain any resources from the city anymore, pack up and leave, setting course for the mountains in search of a place of their own to call home. Their subsequent fate is unknown.
