The Londoners are a faction that arise in the scenario A New Home. They represent your first major challenge in the Scenario.

Upon discovering the fate of Winterhome, a significant proportion of New London's residents will form a new faction: the Londoners. Having been blinded by fear and despair, this group plans on making the voyage back to London in the hopes that it will prove more hospitable. They will actively attempt to recruit more of the population to join them by persuasion and demoralisation in the form of doomsday graffiti.

Additionally, as time goes on, they may also attempt to steal supplies from the city stockpiles in preparation for their journey. To combat this, the Captain will be required to raise Hope in order to not only prevent the Londoners gaining more followers, but also to convince existing followers to abandon the group. Faith Keepers or Guards may also be used to counteract the Londoners' activities to reduce demoralisation and resource theft.

There are multiple strategies to counter the Londoners from leaving New London, primarily through the Purpose tree in the Book of Laws.

Order[ | ]

To stop the Londoners in New London, the Captain will be granted the purpose law tree of Order. Order starts off with the Neighborhood Watch, which will allow for the construction of watchtowers that raise the hope of people living nearby them, causing less people to join the Londoners and may cause some of them to abandon the Londoners. Watchtowers can later be upgraded to guard stations, which will lower discontent and prevent some of the more severe actions the Londoners may take against New London. Patrol may also be utilized to further lower discontent and raise hope slightly. Guards are also unlocked by guard stations, which allow for a slightly better result in terms of discontent and hope management during protests and other events, but at the cost people being hurt, killed, or leading to a worse arc overall.

After guard stations, Propaganda Centre and Prison are unlocked. The propaganda grants a massive boost to hope, while the prison allows for the locking up of wrongdoers who will be released back into society after a few days. These wrongdoers will include both normal citizens and Londoners. Forceful Persuasion allows for quicker "re-education," at the cost of the prisoners being injured or killed.

The final law in the Order tree, New Order, replaces hope with obedience, which means that hope will no longer be a problem. Discontent can be quelled at the single press of a button, and all Londoners will be told to renounce their views or be killed. However, this will mean crossing the line.

Faith[ | ]

The alternative to Order is Faith, which promotes goodwill and spiritual strength over Order's productivity and discipline. Faith starts off with the House of Prayer, which similar to watchtowers, raise the hope of people living nearby them. Houses of Prayer function in any weather and don't require people, unlike watchtowers, but take up more space than watchtowers, making the city harder to plan around them. Sermon is an ability that can be spammed, as it has a short cooldown and requires no resources to activate. Evening Prayers unlocks the ability evening prayers, which reduces discontent and raises hope moderately at the cost of 20 food rations.

The Temple provides a slightly smaller than the Propaganda Centre but still massive boost to hope. It also occasionally lowers discontent. The ability it grants along with it, ceremonial service, quickly overshadows evening prayers as it grants an even large boost to hope and greater ability to quell discontent. The law that is unlocked after the Temple, Righteous Denunciation, occasionally lowers discontent and also allows for recovery of supplies stolen by the Londoners.

Faith Keepers, the Faith equivalent to guards, reduce discontent while their building is established and staffed. The ability unlocked alongside it, night-time procession, allows for large amounts of discontent to be quelled. Public Penance allows for some of the Londoners to renounce their ways at the cost of being hurt, as well as lowering discontent massively. Protector of the Truth unlocks the Captain's words, which allow for even greater discontent quelling.

Just like the New Order, the New Faith replaces hope with an unchangeable bar: devotion, which will remain at maximum at all times. It also forces all Londoners to repent their ways, quells discontent with the press of a button, and crosses the line.

Free Speech[ | ]

When discontent is high enough, a Londoner will go and make a speech. There are a few options, but the Captain needs to let them make their speech, which will give them a moderate to high amount of members. However after letting them speak for 3 times in a row, the 4th time they do it, the Captain can choose the option "I've let you speak, now it is my turn." After this many citizens will abandon the Londoners, making unifying your people far easier.
