These buildings appear in 'The Refugees' Scenario.

They can be placed over a normal outpost depot to upgrade them, the old ones don't need to be dismantled and don't affect your transports. You may choose not to build any, and not accepting any of The Lords will result in faster and safer end to The Refugees scenario. It will still be considered a win.
