Overcrowding is one of the items from the Book of Laws in Frostpunk.
Description[ | ]
Doubles the max amount of patients in medical buildings. Infirmary and House of Healing especially benefit from this. Despite being medical buildings, Care Houses are not affected.

Sick people will fill the entirety of one building before other buildings are used, even if this causes overcrowding while other buildings still have base capacity. If uncrowded base capacity becomes available in other buildings, the patients of crowded buildings will not move, but rather stay until they're healed unless they'll be healed faster elsewhere.
The discontent gained from use of overcrowding is a flat value applied if any medical building has any overcrowding whatsoever, and immediately vanishes when buildings are no longer above normal capacity.
If the player is desperate to eliminate Londoners in A New Home, they can combine Overcrowding with Triage to eliminate as many Londoners as possible (Keep in mind this will lower Hope which could result in a bigger number of Londoners)
