You have one option:
- It was the right thing to do: hope will rise slightly.

Child Shelters gives you access to the potentially very powerful Apprentice laws, as well as a permanent Hope bonus should you have enough shelters for all children. However, while it is unquestionably the nicer option, Child Shelters themselves take up quite a bit of space, especially if you wind up with hundreds of children in your city. Cities with smaller build areas may have to make hard decisions.
