Ceremonial Burial is a subsequent law preceded by the Cemetery. This law decreases the amount of motivation/hope lost from death by half. While the decrease in motivation/hope lost from death is nice it is far more important that the player choose a solution to the disease problem that corpses create for their citizens. Building a cemetery will drastically increase motivation/hope on its own. And so, players may find passing the Ceremonial Burial law a very late game priority when mass death is projected from the final storm and motivation/hope begins to fall sharply.
