Ceremonial Funerals is one of the items from the Book of Laws in Frostpunk.

Those who give their lives in service to the city deserve the highest honour. We will give our dead ceremonial funerals to inspire the living.

Ceremonial Burial is a subsequent law preceded by the Cemetery. This law decreases the amount of hope lost from death by half. While the decrease in hope lost from death is nice it is far more important that the player choose a solution to the disease problem that corpses create for their citizens. Building a cemetery will drastically increase hope on its own. And so, players may find passing the Ceremonial Burial law a very late game priority when mass death is projected from the final storm and hope begins to fall sharply.
